Three routes, all of them familiar:

  • Packs. Holographic items sit in the standard pack pool at a lower pull rate than their regular counterparts. No dedicated Holographic pack has been announced.

  • Transfer Market. They trade like any other item, so you can buy the specific Holographic version you want if you'd rather not gamble on packs.

  • FUT Gallery milestone levels. Certain Gallery progression milestones carry a chance to drop Holographic items directly.

That last route is the interesting one, because it creates a loop: Gallery progress can drop Holographic cards, and Holographic cards score higher in the Gallery. Whether that loop is generous or punishing depends entirely on the drop rates EA sets, which are not public yet.
